Talking Shorts: Low-Budget Filmmaking, Panel Discussion

At the 23rd edition of TIFF, Talking Shorts in collaboration with Tirana Film Festival presents a special panel on low-budget filmmaking, featuring three acclaimed voices of European cinema: Albanian filmmaker Eneos Çarka, Romanian director Bogdan Mureșanu, and director Miranda Stern.

Guided by moderator Sanne Jehoul, the discussion will explore the art of storytelling on a limited budget — unpacking creative journeys, innovative approaches to film development, and the pressing challenges of today’s international market.

What can be achieved on a shoestring budget? Which production elements should be prioritised, and how can restrictions turn into creative freedoms? The panel will reflect on how filmmakers with limited resources can achieve films that look deceptively high in production value — but also why a short film doesn’t need to be perfectly polished to succeed.

Finally, we’ll consider the festival perspective: how do programmers evaluate low-budget shorts, and does a film’s budget even matter when it comes to selection?
